“It has been many years since our procurement code has been modernized,” Fairclough said. “HB 225 will position us to become more efficient and cost effective in our purchasing and contracting.”

The 21-page bill amends 46 sections of state statute, streamlining the code to ensure consistent application of the law, and results in a more understandable efficient procurement process. Highlights of the bill include allowing for the electronic receipt of bids, removing the requirement for maintaining a vendor list and allowing for successive rounds of negotiations.

“Many of the changes in HB 225 have proven useful and successful in the private sector,” Fairclough said. “The changes are necessary to prevent more failed procurements and provide modern tools and techniques for State employees.”

HB 225 now heads to the Alaska State Senate for consideration.
